Abstract Zdravstveni sustav Republike Hrvatske djelatnost je od velikog javnog interesa, neophodna za svakodnevni život građana. Ova poslovna jedinica je uspostavljena većim dijelom kao javna služba te kao takva nije marketinškog karaktera. Zdravstvena zaštita stanovnika Republike Hrvatske se bazira na principima sveobuhvatnosti, kontinuiranosti, dostupnosti i cjelovitog pristupa u primarnoj zdravstvenoj zaštiti, a specijaliziranog pristupa u specijalističkokonzilijarnoj (SKZZ) i bolničkoj zdravstvenoj zaštiti. Sustav zdravstva u Hrvatskoj financira se prema modelu sa elementima Bismarck i Beveridge financijskog sustava, odnosno, većim se dijelom financira iz uplaćenih doprinosa za zdravstveno osiguranje, dok je manji dio osiguran priljevima iz općeg poreza, odnosno poreza na dohodak, zatim poreza na dobit, te poreza na dodanu vrijednost (PDV-a). U suvremenom poslovanju koje je podložno svakodnevnim promjenama te neizvjesnošću izrazito je važno da se poslovni subjekti prilagode nastalim promjenama te opstanu na tržištu. To je gotovo nemoguće bez uspješnog procesa donošenja odluka koje omogućava subjektu uspješno poslovanje te reagiranje u novonastalim situacijama i dovodi ga do ostvarenja unaprijed postavljenih ciljeva. Proces odlučivanja završava donošenjem odluke, no postavlja se pitanje hoće li se donesena odluka uspješno realizirati. Naime, uspješnost realizacije svake odluke ovisi o tome u kojoj mjeri je ona razumljiva svima onima koji rade na njenoj realizaciji, mogu li oni iz nje prepoznati svoje zadatke, kreirati mjere i akcije, te time davati svoj doprinos realizaciji odluka. Da bi se izbjegli problemi kod realizacije donesenih odluka važno je da se ona odredi pojmovno, vremenski i prostorno. Upravljanje zdravstvenim sustavom predstavlja izazov na svim njegovim razinama. Suvremena organizacija teško da bi mogla egzistirati bez menadžmenta, jer je danas i suviše puno izazova kojima je čovječanstvo izloženo, a koji upravo trebaju menadžment za njihovo svladavanje.
Abstract (english) The health care system of the Republic of Croatia is an activity of great public interest, necessary for the everyday life of citizens. This activity is mostly organized partly as a public service and as such is not of a commercial nature. Health care of the population operates according to the principles of comprehensiveness, continuity, accessibility and comprehensive approach in primary health care, and specialized approach in specialist-consultative (SKZZ) and hospital health care. The health care system in Croatia is financed according to the model with elements of Bismarck and Beveridge financial system, ie, it is mostly financed from paid health insurance, while a smaller part is provided by inflows from general tax, ie income tax, then income tax and value added tax (VAT). In modern business that is subject to daily changes and uncertainty, it is extremely important that business entities adapt to the changes and survive in the market. This is almost impossible without a successful decision-making process that allows the entity to operate successfully and react in new situations and leads him to achieve pre-set goals. The decisionmaking process ends with a decision, but the question is whether the decision will be successfully implemented. Namely, the success of the implementation of each decision depends on the extent to which it is understandable to all those who work on its implementation, whether they can recognize their tasks, create measures and actions, and thus contribute to the implementation of decisions. In order to avoid problems in the implementation of decisions, it is important to determine it conceptually, temporally and spatially. Managing the health system is a challenge at all levels. Modern organization could hardly exist without management, because today there are too many challenges to which humanity is exposed, and which just need management to overcome them.
